We are upgrading the Health Business Services (HBS) Portal. It will be unavailable from 7pm (AEST) on Friday, 5 June to 9 am (AEST) on Tuesday, 9 June 2026. Find out more.
Individuals working in a personal capacity must register with the Office of Drug Control (ODC) to access the ODC Business Service through the Health Business Services (HBS) portal.
The process
- Complete the ODC Organisation or Individual details form.
- Email the complete form to the ODC Business Services help desk at ODC.OrgDetails@health.gov.au.
Who can register
To meet Australia's obligations under international drug conventions, individual registration is required for those involved in:
- Cultivation
- Import
- Export
- Manufacture of controlled substances.
Before you apply
To complete your registration, you will need:
- your personal details (including name and address)
- details of a nominated Administrator
- a representative who can create and manage contacts.
You can nominate up to two Administrators per registration.
When you register as an individual, you will be added to the ODC Business Service as an authorised representative with Administrator access.
After you submit
- The ODC Business Services help desk will process your application.
- Nominated Administrators will receive an email inviting them to link their Health Business Services account to the ODC Business Service.
- Once linked, Administrators can invite additional contacts to access and perform actions in the portal on their behalf.
For step-by-step assistance with linking your account, see manage organisation invitations.
