Planned maintenance: The ODC Business service within the Health Business Services (HBS) portal will be unavailable from 7:00 pm AEST Thursday 23 July 2026 until 7:00 am AEST Friday 24 July 2026. All other services will remain available during this period.
Organisations must be registered with the Office of Drug Control (ODC) to do business through the ODC Business Service in the Health Business Services (HBS) portal.
The process
- Complete the ODC Organisation or individual details form.
- Email the completed form to the ODC Business Services help desk at ODC.OrgDetails@health.gov.au
Who can register an organisation
To meet Australia’s obligations under international drug conventions, only organisations involved in the following activities can register:
- Cultivation
- Import
- Export
- Manufacture of controlled substances.
Before you apply
To complete the registration form, you will need:
- organisation details (name, address, and ABN/ARBN)
- details of nominated Organisation Administrators (up to two)
- at least one representative responsible for creating and managing contacts
- details of an Australian representative (authorised contact).
You must provide:
- a certificate of business registration
- a letter confirming you are authorised to act on behalf of the organisation.
After you submit
The ODC Business Services help desk will process your application.
- Nominated Organisation Administrators will receive an email inviting them to link their HBS account to the ODC Business Service.
- Once linked, Administrators can invite additional contacts to access and perform actions in the portal on behalf of the organisation.
