Medicinal cannabis licences authorise approved activities involving the cultivation, production and manufacture of medicinal cannabis for medical and scientific purposes. Different licence types may apply depending on the activities being undertaken.

Licence holders can apply to vary an existing medicinal cannabis licence when they need to change approved activities, locations, responsible persons or other licence details.

Permits specify the activities that may be undertaken under a medicinal cannabis licence. This may include approved quantities, cultivation areas, production activities and other operational conditions.

Import and export licences authorise approved organisations to apply for permission to import or export controlled substances and other regulated goods. A licence alone does not authorise a shipment. Additional permits are generally required before goods can be imported or exported.

Import and export permits provide approval for specific consignments or transactions. Separate permits may be required for each substance, product or shipment.

A pre-export notification (PEN) is required for certain precursor chemicals and controlled substances before export can occur. PENs help Australia meet its international obligations for monitoring and controlling the movement of regulated substances.
