We are improving how you access and use the Health Business Services Portal (HBSP), making it easier to do business with us. These changes will go live in May 2026. Support and user guides will be provided to step you through the processes.
Your sign in process will remain the same. You’ll see clearer navigation, better tracking for new applications, and improvements to drafts and forms.
What’s new
We’ve introduced several updates to improve usability and make it easier to manage applications in the portal. New features include:
- A submission dashboard with improved tracking to better enable you to monitor the progress of new applications.
- A new design to make forms easier to find and access. Frequently used applications can now be bookmarked.
- An updated look and feel, offering a more modern interface and easier navigation across the portal.
What’s changing
Some existing processes have been refined to improve efficiency, clarity and streamline how you work. The main changes are:
- You will continue to sign in through the Health Business Services portal but now select the ‘Office of Drug Control’ tile under ‘Linked services’.
- Informed consent responders are now listed against applicant organisations ahead of time as a separate step for clarity and consistency. We will add additional forms to the portal progressively.
- Your user profile and registration details, which include personal information, are being moved from the current enterprise system to the Office of Drug Control service. This relocation will improve system performance and continue to protect the security of your personal information.
To enable a common approach to organisational registration in the HBS, new organisations will be created using a one-off paper form rather than online. We will provide advice on how to complete this step before the changes come into effect on this webpage.
These changes are intended to simplify workflows and ensure consistent access management.
What’s staying the same
Several key elements of your access and experience will remain unchanged:
- The URL for the portal stays the same so your usual access point will not change.
- While it will be a new enhanced platform, your account and access data will be carried over, you will not need to do anything to make it happen.
There will be a short, planned outage during cutover. Your access will resume as normal once completed.

What you need to do now
As part of our system upgrade, we will not automatically transfer your draft applications. If you have a draft application, you’d like us to assess you can submit it by close of business 17 April 2026.
If you’re not ready to submit by this date, please save your information and re-enter your application once the new system is live.
