Health Business Services Portal
You can log in to the Health Business Services (HBS) portal to create and manage an account for your organisation and submit licence applications directly to the Office of Drug Control (ODC).
We will be progressively adding more forms and enhanced functionality. This will enable you to complete a range of tasks more quickly and conveniently online.
Changes to the portal
We are making minor enhancements to the Health Business Services (HBS) Portal to deliver a more modern, intuitive interface and enabling a new online submission process for ODC forms.
The new system will be available from 9 June 2026.
The system was unavailable from 7 pm (AEST) on Friday, 5 June to 9 am (AEST) on Tuesday, 9 June 2026 due to system transition.
Draft applications
As part of the system upgrade, we did not transfer your draft applications.
The cut off for submitting draft applications was by 4pm (AEST) on 29 May 2026.
If you experience unexpected behaviour or extended delays, you can report it to ODC.Transformation@health.gov.au to support ongoing monitoring.

Set up myID for access
Australian users will need to use myID to access the HBS portal. It is an easy and secure way to prove who you are online that many government agencies and services use. It provides greater security for you and helps us ensure we are interacting with an authorised person via the portal.
If you are a new user and don’t have a myID, you can set up myID for access. This page will also help you with information on what you need to set up your myID.
Following the June 2026 release, international users will now be able to access the ODC service. To understand access for international users or users with international ID documents see Changes for ODC users.
