Therapeutic Goods Administration (TGA)
The TGA regulates therapeutic goods, including medicinal cannabis. It provides information on:
- Patient access pathways (such as the Authorised Prescriber and Special Access Scheme)
- Guidance for health professionals
- Manufacturing requirements and Good Manufacturing Practice (GMP) standards
- Product quality standards (e.g. TGO 93)
- Advertising requirements for medicinal cannabis products
Department of Agriculture, Fisheries and Forestry (DAFF)
DAFF oversees biosecurity and import regulations. It provides guidance on:
Food Standards Australia and New Zealand (FSANZ)
FSANZ develops food standards, including those relating to substances such as kava.

Australian Federal Police (AFP)
The AFP is responsible for investigating and prosecuting illegal importation and exportation of controlled substances, working in partnership with other agencies.
- Drug crime
The AFP has the lead role for the Australian Government relating to the detection and prosecution of persons who attempt to illegally import or export border-controlled substances into Australia.
Australian Border Force (ABF)
The ABF manages border control and regulates the import and export of prohibited goods, including drugs and therapeutic substances. Permits may be required depending on the item.

You can import or export most prohibited goods with written permission, provided you meet certain conditions and requirements. - Border Watch program.
State and Territory requirements
In addition to Commonwealth regulations, you must also comply with the laws in your state or territory.
