How to complete a triplicate permit for imported kava

This guide explains how to complete a triplicate permit for imported kava.

A completed triplicate permit must accompany each shipment of kava imported under a permit. It is used by Australian Border Force (ABF) to verify that the imported goods match the approved permit.

The importation of kava, for food use, is subject to Regulation 5F of the Customs (Prohibited Imports) Regulations 1956 (PI Regulations) and is prohibited unless the importer holds a permit issued by the Narcotics Control Section (NCS). A permit is required for each consignment that is imported.

The Triplicate is the document issued by NCS to provide to the Australian Border Force (ABF) as a clearance copy. This copy is required to clear the goods with ABF. Do not send this copy overseas. If you lose this copy you will not be issued a replacement and the imported goods will be seized by the ABF.

For personal use of kava, an incoming passenger (aged 18 years or over) into Australia may bring up to 4 kg of kava in their accompanied baggage. No import permit is required for incoming passengers bringing kava into Australia for personal use, where the quantity is under the relevant threshold.

• transport and consignment details.

Completing the triplicate permit

Complete all fields on the triplicate permit using the information shown on your import permit and shipping documents.

The information provided must be accurate and match the details of the shipment.

Importer details

Provide the details of the permit holder, including:

• name of the importer
• business name (if applicable)
• contact details.

Shipment details

Provide information about the imported kava, including:

• type of kava being imported
• quantity being imported
• country of export
• supplier details
• expected arrival details.

Transport details

Provide the relevant consignment information, such as:

• airway bill or bill of lading number
• vessel, aircraft or carrier details
• port of arrival.

Check your information

Before submitting the triplicate permit, check that:

• all required fields have been completed
• the information matches your import permit
• the information matches the shipment documents.

Incomplete or incorrect information may delay clearance of the goods.

Presenting the triplicate permit

The completed triplicate permit must be provided with the shipment documentation when the goods arrive in Australia.

ABF will use the permit to verify the shipment and determine whether the goods can be released.
